Challenge

Agile was involved in helping the telecommunications industry in Chile comply with new government regulations requiring strict identity verification for all phone line activations, number portability processes, and prepaid SIM card registrations.

The latest regulation — Resolution No. 566/2024, issued in February 2025 — introduced new minimum standards for identification in the telecom sector. These measures were designed to eliminate fraud and misuse of mobile lines, which had become a growing problem due to the lack of reliable verification controls.

The challenge was twofold:

  • Ensure compliance with the new regulations through secure, verified customer onboarding.
  • Maintain a high conversion rate despite added verification steps to avoid disrupting business performance.

Solution

Agile selected Regula Document Reader SDK to embed into its solution and power its web and mobile verification workflow. Having already partnered with Regula for other projects, Agile was confident in Regula’s verification accuracy, worldwide document coverage, and ease of integration.

The decision followed extensive testing of various OCR and document recognition technologies — but none matched Regula’s performance in reading, parsing, and authenticating all the variety of identity documents.

Powered by Regula’s proprietary ID template database — the largest of its kind, featuring over 16,000 identity document templates from 254 countries and territories — Regula Document Reader SDK enables Agile to verify virtually any government-issued ID, from passports and national IDs to driver’s licenses, residence permits, and more.

Beyond broad coverage, Regula Document Reader SDK performs deep authenticity analysis across multiple data zones and security layers, including MRZs, barcodes, RFID chips, holograms, and optically variable elements. Its liveness-centric verification ensures that each check involves a real, physical document, not a reprint or digital copy, which is crucial for detecting sophisticated forms of document fraud. Regula’s solution also cross-checks data between various zones to uncover inconsistencies or tampering. And all of this is done in mere seconds without slowing down the user journey.

Result

Integrating Regula Document Reader SDK was straightforward, with setup completed in just four months. The simplicity of deployment allowed Agile to focus on optimizing user experience and workflow automation rather than complex technical development.
